Do a search for 'inetcfg.dll'
It will find 2 files
Locate the largest of the two, and rename it (eg: inetcfg.old)
Close the window
Internet Explorer should open fine now.
If the search only locates one file then rename it as above.
If this still does not work then extract a fresh copy of inetcfg.dll from the Windows CD.
