This modem is based on the HSP chipset from PCTel.
Try troubleshooting the modem as you would any other and if all else fails try this:
Give it this string AT&F&C1&D2&K3V1W1S0=0
If that doesn't work then try that string AND a Post Dial Terminal Screen.
