Try troubleshooting the modem as you would any other and if all else fails try this:
Run sysedit
Go into system.ini. Find the section that says:
[386 ENH]
Add a line that says:
BusThrottle=1
This fix is especially effective if the user has a video card based on the S3 chipset or if the modem is on COM4
